Cecilia Donnelly is a developer and project manager at Open Tech Strategies, a consulting company that helps organizations use open source to achieve their goals. Cecilia is particularly experienced with and interested in the technology needs of community-based non-profits.
Community organizations, non-profits, and governmental agencies are not primarily focused on building and maintaining software, but can benefit greatly from participating in open source software development. These kinds of organizations often have difficulty contracting for software development and taking full advantage of these benefits. This talk discusses best practices for non-technical organizations who need to procure and maintain custom software, and why open source is often a good choice for them.
